The IMO is accelerating environmental regulations to increase pressure on the shipping industry to reduce carbon emissions.

Not acting fast or smart enough will see market share decline, asset value fall and costs increase.

EEDI

Energy Efficiency Design Index

A technical policy measure for ships contracted after 1st January 2013, setting efficiency thresholds that become increasingly stringent over time. From 2025, all newbuilds above a certain size (segment dependent) need to meet a 30% reduction from its baseline emissions.

EEXI

Energy Efficiency Existing Ship Index

For existing ships not covered under the EEDI, a one-time certificate for energy efficiency corresponding to the threshold of EEDI phase 2/3 must be obtained before 1st January 2023. Depending on segment, EEXI requires technical efficiency of a ship to improve by 20% to 50%.

CII

Carbon Intensity Indicator

The CII framework regulates the operational carbon intensity of a vessel. The ship will be given an annual rating from A to E depending on its emissions efficiency over the previous calendar year, with thresholds becoming increasingly strict. Starting in 2023, CII will be applicable to all vessels above 5,000GT.

UNDERSTAND YOUR EXPOSURE

CII Reporting

CII will determine the maximum steaming speed for large parts of the global fleet. From 2023 and onwards, the maximum sailing speed of a ship will likely need to reduce each year in order to comply with regulation. By mapping CII exposure, we can help ship owners and charterers better understand if speed reduction is a viable option for compliance, or if alternative measures are needed.

EU ETS

Carbon Broking

Clarksons is actively broking Carbon, this includes the regulated European Union Emissions Trading Scheme (EU ETS) and the voluntary offset market. As of 2024 Shipping will be included in the EU ETS which will cover vessels over 5,000GT with liability sitting with the vessel owner or the company responsible for the vessel. Voyages between EU ports will need to cover 100% of their emission; voyages that start in the EU but finish outside (or vice versa) will need to cover 50% of their emissions.
